He was born in Sydney, Australia, on July 27, 1968. From 1971 to 1972, his father, Billy McMahon, was Australia's prime minister. Before pursuing a career in acting, Julian started out as a model. In the short-lived Australian daytime soap opera The Power, The Passion (1989), he was cast in a prominent role. Before making his cinematic debut opposite Elliott Gould in the 1992 Aussie-American comedy Wet and Wild Summer!, he later appeared in the long-running Australian series Home and Away from 1990 to 1991. After a while, he relocated to Hollywood and made an appearance on NBC's Another World in 1993. Later, he was cast as a regular for four seasons in the network's crime drama Profiler.
His longtime buddy and co-star, actor Dylan Walsh, told Deadline:

Ryan Murphy created the FX series, which aired for six seasons. Julian later appeared on FBI: Most Wanted as Jess LaCroix, the team commander of the FBI's Most Wanted squad. She stayed on the show for three seasons before abruptly leaving in March 2022.
Julian also continued to perform in movies and had a recurrent part on the Marvel series Runaways on Hulu. Premonition, RED, Paranoia, You're Not You, Swinging Safari, and most recently, The Surfer (2024), in which he costarred with Nicolas Cage, are among his cinematic credits. The movie made its debut in the Midnight Screening section of the Cannes Film Festival. Cage told Deadline what he thought: > "What horrible news. Julian was one of the most talented actors I've ever encountered, and we worked together for six weeks. One of my favorite parts from The Surfer was when we were together.
